Position Purpose

The Director Finance leads and manages the Finance Department of Austin Health. This includes responsibility for inter alia: financial planning, analysis, budgets and forecasts, monthly performance and management reporting, revenue billing and collection, finance systems and process improvement and financial accounting. The role will also take accountability for Austin Health meeting financial compliance requirements and provide commercial and accounting advice across the organisation.

About Finance

The Finance Department provides services covering Financial Business Support; Management Accounting, incorporating budgeting and financial analysis; Financial Accounting, incorporating General Ledger, Accounts Payable, Accounts Receivable; Patient Billing, Private Practice administration, Cash Management and Investments. The total revenue of Austin Health is approximately $1 billion per annum.

Austin Health has three campuses, Austin, Royal Talbot and Repatriation. The Finance Department is located on the Austin Campus of the health service with some functions, such as cashiering alternating between the three campuses.

Purpose and Accountabilities

Role Specific:

  • Responsible for the management of the Finance team at Austin Health.

  • Take the lead customer service role for the Finance Department.

  • Develop close working relationships with other Austin Health departments and provide strategic and operational advice on financial, budgetary and costing matters.

  • Provide comprehensive financial reports on Austin Health departments.

  • Analyse overall budget performance for Austin Health and explain variances.

  • Develop and refine appropriate budget strategies to assist service areas in meeting budgetary targets.

  • Participate in service development projects by providing financial analysis and costing support.

  • Facilitate the evaluation of tenders and benchmarking data by providing costing analysis, financial evaluation, probity and process advice.

  • Train service managers and staff on budgetary, costing and other relevant financial matters.

  • Manage the monthly reporting process, including internal and external reporting requirements.

  • Manage the Austin Health budget process.

  • Manage Austin Health’s financial compliance and governance including Annual reports, compliance with Treasury Standing Directions and other DHHS requirements where required.

  • Manage the finance interaction with internal and external auditors where required.

  • Attend the Board, Finance & Resources and Audit & Risk Committees where required.

  • Manage Finance Department responsibilities in developing organisational capability in business planning, ensuring alignment with corporate strategy and budgets.

  • Contribute to the annual Finance Directorate budget and business plan.

  • Manage major finance reviews, business cases, projects and the analysis of service developments for Austin Health.

  • Manage the revenue process across Austin Health including patient billing and sundry debtors, working collaboratively with the various billing directorates to ensure that billing is completed in an accurate and timely manner and ensure collection and recovery of debt.

  • Develop process and system improvements to ensure best practice finance systems and processes.

  • Provide automation of key monthly financial reports and dashboards in conjunction with the Performance Reporting team.

  • Perform other duties as directed by the CFO.
