JOB DESCRIPTION

The Department of Health plays a critical role in the Victorian health system and is responsible for shaping it to meet the health needs of Victorians into the future. We also lead the Victorian Government's response to the coronavirus (COVID-19) pandemic. Working with our partners, we oversee Victoria's health system including mental health, ageing and aged care and preventive health. POSITION SUMMARY:

Reporting to the Manager, Prevention and Detection Unit, the Principal Investigator will conduct and oversee investigations into integrity breaches, including but not limited to: the unauthorised release of confidential department information; conflicts of interest; fraud and corruption; integrity incidents in community service organisations or health services; incidents that may inform subsequent misconduct proceedings; and incidents involving potential notification to external investigative agencies such as Victoria Police and Independent Broad-based Anti-corruption Commission (IBAC).

The Principal Investigator will have extensive investigation experience and will be able to provide strategic advice on the conduct of investigations, identification of risks and compliance with relevant legislation such as the Public Interest Disclosures Act 2012 or the Independent Broad-based Anti-corruption Commission Act 2011. The Principal Investigator will identify and address systemic issues or compliance gaps that require amelioration through improved fraud and corruption prevention practices. The occupant will also assist in responding to integrity and external investigative agencies on a range of matters. 

The unit is responsible for the operation of the department's Public Interest Disclosure regime; development of the department's fraud and corruption control framework; interface with the Independent Broad-based Anti-corruption Commission (IBAC) and Victorian Ombudsman for corruption, mandatory reports and public interest disclosure matters; compliance with the Standing Directions of the Minister for Finance; Gifts, Benefits and Hospitality policy; detection and investigation of fraud, corruption and inappropriate conduct; prevention activities, including policy and staff training; and fraud and corruption control support for the department, and health services.
