Position Summary:

Health Workforce Strategy and Planning aims to strengthen the development of health workforce policy, programs and investment as an enabler of health system reform. Through collaborative workforce analysis, planning and design, this team identifies and supports implementation of innovative multi-disciplinary workforce reform across settings and sectors.

This role is based within a team reporting to the Manager - Workforce Design and Planning, working closely with the professional and workforce wellbeing teams in the Workforce Strategy and Wellbeing branch to undertake analysis, planning, design and implementation of a range of projects that deliver strategic workforce reform and development in the health sector.

The Senior Design and Planning Officer is required to lead the analysis, planning, design and system integration of new workforce roles and models. This includes system level workforce research and analysis, new role and model design, project management, engagement with internal and external stakeholders and preparation of reports, advice and briefings.


  • Lead the design of new roles and workforce models that deliver workforce innovation required to enable health system reform.
  • Undertake analysis, research and planning to identify workforce innovation opportunities that address existing system level workforce challenges or enable implementation of health system reform.
  • Develop and manage implementation of pilot projects to test and refine workforce roles and models to optimally align these with the needs of the system, the department and health sector stakeholders.
  • Actively contribute to the development and implementation of plans for scaling workforce roles and models within the system.
  • Contribute to the preparation of reports, ministerial briefs, cabinet and agency submissions.
  • Establish and maintain effective working relationships across the department and work in collaboration with key stakeholders.
  • Identify current and future data requirements trends and provide input into continuous improvement recommendations.
  • Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
  • Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.
